Cooper, Spong & Davis was founded in the early 1950's by former U.S. Senator William B. Spong, Jr. and former Lieutenant Governor of Virginia and Mayor of Portsmouth, Richard J. Davis. In 1963, that practice merged with the practice of Clyde W. Cooper and the firm became known as Cooper, Spong & Davis.

Cooper, Spong & Davis, P.C. is one of Portsmouth's largest and one of its oldest law firms, and has served the entire Hampton Roads area for over 50 years. The legacy of William B. Spong, Jr., who passed away in 1997, pervades our practice. His emphasis on duty and professionalism is reflected in our dedication and involvement in the Hampton Roads community and in our service to our clients. A number of our attorneys serve on state and local charitable, governmental and corporate boards and commissions. Robert C. Barclay, IV, is a member of the Suffolk City Council. The firm's current President and Managing Partner, David R. Tynch, has been recognized as a leader and visionary by the Portsmouth community and was named the City's "First Citizen" in 2000.
