Mr. Leon was born in Norfolk, Virginia on May 28, 1933. He graduated from the University of Virginia with a B.A. in Economics in 1955, (received a commission in the U.S. Army as a Second Lt.) and the University of Virginia School of Law with an L.L.B. in 1957. He was admitted to practice law in Virginia in 1957. Mr. Leon is a member of the Virginia Bar Association, the Virginia State Bar, Portsmouth Bar Association (President, 1972), and Norfolk-Portsmouth Bar Association. He was a member of the Board of Visitors of the Old Dominion University (1986 - 1990) and a member of the Board of Visitors of the University of Virginia (1990-1997).
